The regular meeting of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan was held.
In accordance with the constitutional authority of Parliament deputies reviewed reports of the Cabinet of Ministers on the execution of the State Budget of the Republic of Uzbekistan for 2010 and the first quarter of 2011. A report on these matters was made by Deputy Prime Minister - Minister of Finance Rustam Azimov. Parliamentary control over the execution of the main financial document of the country is one of the most important tasks of the Legislative Chamber of the Oliy Majlis, so it is always in the center of attention of deputies. Reports were tentatively discussed at meetings of all factions of political parties and the deputy group of the Ecological Movement of Uzbekistan, as well as the Committee on Budget and Economic Reforms.
It was noted that, despite the negative impact of the global economic crisis, the State Budget of the Republic of Uzbekistan is made in accordance with the parameters previously approved by the Oliy Majlis. In the budget process, the focus was on the implementation of the major priorities of the socio-economic development program of the country as defined by the President Islam Karimov at the sessions of the Cabinet of Ministers. Due to the taken measures, gross domestic product, the volume of industrial production, agriculture, retail trade, paid services have increased.
As a result of the implementation of measures on further strengthening the liquidity and stability of the financial system of the country during the reporting period, the total capital of commercial banks and the volume of deposits significantly increased. In addition, volume of loans directed to the real economy has increased. Investment in industrial construction, purchase of equipment and advanced technologies increased.
Total in 2010 more than 950 thousand new jobs were created, of which over 604 thousand, or 65 percent of the total, are in small business, more than 210 thousand - in the field of home-based work.
Achievements in socio-economic development of the country in 2010, created a good basis for the successful implementation of the State Budget of the Republic of Uzbekistan in the first quarter of this year. As a result of the taken measures the sustainable growth rate of GDP, industrial production, agriculture, construction, retail trade and services is ensured. The main financial document of the country in the first quarter of 2011 generated a surplus.
After answering the questions, a detailed discussion of reports was held, during which representatives of all factions of political parties and the deputy group of the Ecological Movement of Uzbekistan made speeches.
Deputies from the Movement of Entrepreneurs and Businessmen of the Liberal Democratic Party of Uzbekistan emphasized that the high rates of economic growth in 2010, achieved through the implementation of timely adopted anti-crisis program in 2009-2012, which provides a package of measures on ensuring the financial sustainability of enterprises of the real sector of economy, particularly all, due to modernization of production, cost reduction, expansion of cooperation, stimulate domestic demand for domestic products.
At the same time, deputies from UzLiDeP noted that along with progress in the development of the industry there are some problems that need attention. In particular, intensive production is slowly developing, the implementation of local legislation requires careful attention aimed at further improving the business environment, which in turn would create the basis for the replenishment of local budgets.
Members of the faction of People's Democratic Party of Uzbekistan emphasized that the social sector and welfare of the population in 2010 from the State budget was directed about 60 percent of the total expenses. The wages of public sector employees, pensions and scholarships significantly increased. Based on the policy goals of their party, they drew attention to the need for targeted social protection of people with disabilities. In this regard, they were asked to consider issues of employment of disabled people, infrastructure rehabilitation and acquisition of job skills of people with disabilities, reservation of jobs for them, granting them certain privileges and preferences.
Deputies from the People's Democratic Party of Uzbekistan also made suggestions on improving the legal framework of the budget system aimed at effectively formation and execution of the State Budget of the Republic of Uzbekistan, the introduction of explicit legal guarantees of optimal financing of education, culture, healthcare and other public areas.
Deputies from the faction of Democratic Party of Uzbekistan “Milliy Tiklanish” highlighted the need to prevent financial irregularities in the targeted and efficient expenditure of budgetary funds by ministries, departments and their agencies, as well as local authorities, as the main beneficiaries of financial resources. And these issues should be the focus of control and analytical activity of the deputies.
They also noted the importance of effective spending of funds allocated for youth employment, the filling of the internal market with high-quality domestic products, constant monitoring of funding for the development of science, information technology and mass media as a key condition for the support of the intelligentsia, which is the electorate of DP “Milliy Tiklanish”. In this regard, they called for greater deputy control over spending organizations and agencies allocated funds, mostly financed from local budgets, enhance revenues of local budgets by improving intergovernmental fiscal relations.
An important area of budget spending, according to deputies of the faction of SDPU “Adolat”, should be modernized agriculture based on innovation, development of rural infrastructure and raising the living standards of rural populations. However, they drew attention to the need for future funds for the development of renewable energy sources.
Representatives of the Ecological Movement of Uzbekistan emphasized that in 2010, costs from the State budget on environmental protection amounted to 48,9 billion sums, including the protection of biodiversity and landscape – 31,1 billion, organizing the collection and disposal of waste – 4,2 billion, removal and treatment of wastewater – 5,2 billion, for other costs related to environmental protection – 8,2 billion sums. It was also noted that in our country, the bulk of spending on environmental protection accounted for managing objects. In particular, in 2010 for this purpose 200 billion sums have been allocated.
The ecological situation in regions influenced by a certain landscaping of residential areas, the preservation of local roads, infrastructure of cities, towns and villages, so the deputies of the Ecological Movement emphasized the need to further improve the efficiency of budgetary funds for these purposes.
The deputies also proposed to strengthen the control of fiscal budgetary discipline. The Government was asked to pay special attention to factors that adversely affect the quality execution of budget revenues, in particular in arrears on taxes and other obligatory payments, accounts receivable and accounts payable.
Reports on the State Budget caused many questions in Parliament that were asked representatives of relevant departments and ministries. After receiving answers to their questions, the representatives of all factions of political parties and the deputy group of the Ecological Movement of Uzbekistan expressed their views on the matter.
After heated discussions and a comprehensive Legislative Chamber of the Oliy Majlis approved reports on the State budget of the Republic of Uzbekistan for 2010 and the first quarter of 2011 and took appropriate decisions.
Then the deputies examined a number of new bills aimed at practical realization of the Concept of further deepening democratic reforms and establishing civil society in the country, forwarded by the President Islam Karimov at the joint session of both chambers of the Oliy Majlis in November 2010, as well as the State program “Year of small business and private entrepreneurship”.
To further expand and strengthen the legal framework of market economy, small business and entrepreneurship aimed the draft law “On introducing amendments and addenda to the Law of the Republic of Uzbekistan “On Bankruptcy” aimed at accelerating the timing of the separate procedures of the liquidation proceedings”. The proposed amendments will significantly optimize the timing of the procedures related to the liquidation of bankrupt enterprises, to accelerate the implementation of their new property owners to organize effective popular productions. In connection with the need for social protection in the bill rate is fixed, providing an insolvent liquidation proceedings without stopping its activity.
Relevant in the “Year of small business and private entrepreneurship”, announced on the initiative of the head of our country, is a draft law “On introducing amendments and addenda to the Law of the Republic of Uzbekistan “On licensing of certain activities”. It based legal practice specifies a number of regulations aimed at improving and simplifying licensing procedures.
Another important document developed within the framework of implementation of the State program “Year of small business and private entrepreneurship”, is a draft law “On introducing amendments and addenda to some legislative acts of the Republic of Uzbekistan”. It has been prepared in accordance with the Presidential Decree of the Republic of Uzbekistan “On additional measures on further reducing and improving the system of oversight activities of business entities” and is of great importance for the development of small businesses and private entrepreneurship, reduction of interference of control authorities in the economic activities of businesses.
The draft law “On introducing amendments and addenda to the Criminal Code of the Republic of Uzbekistan and the Code of the Republic of Uzbekistan on administrative responsibility at the growing responsibility for the unlawful interference in the activities of economic entities” is also designed for practical implementation of the State program “Year of small business and private entrepreneurship”. It provides for the introduction of responsibility, including criminal, for initiating and conducting inspections, suspension of business entities, transactions in their bank accounts by officials, not vested with the authority of this legislation, as well as illegal request of information on the availability of funds in the accounts of business entities in banks.
A group of deputies of Legislative Chamber of the Oliy Majlis has developed and introduced a legislative initiative draft law “On introducing amendments and addenda to the Law of the Republic of Uzbekistan “On State Statistics”. It is aimed at clarifying certain provisions of existing law to better define the powers of the authorized body of state statistics, the delineation of rights of statistics, economic agents when making changes to state statistics.
After thorough discussion, sharp factional debate these bills were adopted on the first reading, work on them will continue in respective committees.
At a meeting of the Legislative Chamber, other issues within its competence were also considered.
